As a university with a mission of scientific research and developing services for the community, we believe we have a legitimate interest in working to support our activities by organizing donation campaigns and maintaining a link with our donors. In addition, whenever a donor makes a request, we have a legal obligation to issue a tax certificate that contains legally defined information and involves processing of the donor's data.The activity of managing the collection of donations is carried out on the basis of a legitimate interest of the University (Article 6, 1, f) of the RGPD) which consists in being able to collect donations for the financing of projects supported or carried out by the University.Contact data may be reused to send communications concerning other donation collection campaigns by the University of Namur or information on projects and activities carried out thanks to donations. This falls under a legitimate interest of the University (Article 6, 1, f) of the RGPD) to be able to ensure the promotion of activities organized at the University and donation collection campaigns carried out by the University.The collection and use of data for the management of tax and accounting obligations in connection with the collection of donations is necessary to perform or comply with a legal obligation (Article 6, 1, c) of the RGPD). In particular, the University of Namur has a legal obligation to issue a tax certificate that contains legally defined mentions and involves processing of the donor's data (article 323/3 CIR 92).

The University of Namur organizes training courses leading, where appropriate, to the award of a university certificate. For the purposes of managing, implementing and promoting these training courses, the University of Namur processes the data of people who register for training courses as well as the teachers associated with them and trainers external to the University of Namur.

Data recipients
Data are accessible only to faculty, research center or institute staff involved in the organization of training, as well as to trainers, to the extent necessary for the performance of their duties. For accounting or IT management purposes, data may be accessed and processed within other University departments by University of Namur staff duly authorized to access and/or process it. Furthermore, participants' data may be communicated to other participants as part of and for the purposes of carrying out the activities proposed during the course. The University of Namur uses external IT service providers for occasional support and hosting services who may therefore be required to process participant or trainer data, but only for the purposes of providing the agreed services and on the instructions of the University of Namur. If the University of Namur also offers access to licensed Microsoft Office 365 products, this implies services and hosting of user data carried out by Microsoft.Data may furthermore be transmitted to third parties (other higher education institutions or institutions in the event of co-organization of training programs) insofar as such transmission is necessary to achieve the purposes of the processing. Data recorded in the accounts may also be accessed by external auditors (auditors, etc.). Data attesting to a registrant's participation in a training course may be transmitted to his/her employer/public authority when the latter is responsible for paying for the training.

The data processed is provided by participants / trainers or generated when using university resources. Some data may be provided by the participant's / trainer's employer or an organization with which they are affiliated, particularly if registration is carried out by a member of that organization and not directly by the participant. In the case of co-organization of a training program with another institution, data relating to the student may also be provided by the partner institution.
Characteristics of processing
Data is kept for the time required for training and the issue of attestations/certificates. This duration is defined taking into account the need to be able to reissue, on request, a certificate after completion of the training.In addition, retention periods are a function of organizational considerations (for managing access rights to resources, sending requests for surveys or training offers), security considerations (the detection and remediation of computer incidents) and legal considerations (the period during which the University of Namur may be held to account, or until the end of any litigation proceedings). Insofar as the payment of registration fees enters the accounts of the University of Namur, this data is kept for the legal retention period.

Contribution for long-stay visas - D (fee)
For certain visa and single permit applications, a fee must be paid in advance to the Office des Etrangers. Proof of payment must be provided with other documents when submitting the visa application.Changing status after settling in Belgium may also give rise to payment of a fee.The amount of this fee varies according to the reason for your stay.However, you may be exempted from payment of this fee if you submit a form completed by the University of Namur. This exemption applies to scholarship students and scholarship researchers. Single permit and single permit extension
The single permit is the combination of a residence permit and a work permit. The conditions for issuing the single permit are the same as for the work permit.Situation requiring a single permitIn Belgium, current regulations stipulate that any employer wishing to employ a foreign worker (non-EU national) in the country must first apply for and obtain a single permit for that worker.How to apply?The employer in Belgium is responsible for applying for the right to employ a foreign citizen and for applying for the single permit.At the University of Namur, the human resources department submits the application for the single permit to the administration of the Walloon Region. Once the Walloon Region has granted the work permit, it forwards the file to the Immigration Office, which must rule on the residence permit.Please note that the legal processing time can be up to four months.Prolongation of the single permitWhen your permit needs to be renewed, the University's human resources department makes the request and forwards it to you as soon as it is received.
Employment contract
In application when you receive a salary. An employment contract is drawn up as soon as you have a job as an employee at the University. You sign it when you arrive at the University's Compensation Unit.
Hosting agreement
Restricted to researchers from non-EU countries. This document is required for certain single permit applications. You don't need to do anything. UNamur's administrative services will produce it and have you sign it.
Residence permit
For any stay of more than 3 months, a Belgian temporary residence permit is granted for a maximum period of one year, but is renewable. Depending on the reason(s) for granting the residence permit, different documents may be required to extend a Belgian temporary residence permit.StepsThe procedure takes place in three stages:First visit: you must justify your presence in Namur with official documents. You will receive a registration application certificate.Within six weeks, a local agent will visit your home. He will check that the address corresponds to your place of residence. There's no problem if you're not at home when he arrives, in which case he'll make an appointment with you. Once this stage has been completed, he will send a report to the local authority.The local authority will then send you a letter and arrange an appointment to finalize the registration and hand over any documents you didn't have on your first visit.As soon as you have received your code by post, you can go to the local authority to collect your residence permit. Remember to bring the provisional document, your passport or national identity card, and the code you have received.European nationalsFor a stay of more than 3 months, EU nationals can enter Belgium by presenting a valid identity card or passport. They do not need to apply for a visa before coming to Belgium.You must register in person with the municipal administration of the town of residence. Declaration of arrival
Only for short-stay third-country nationals.This is issued by the commune.When your stay does not exceed three months, a single visit is all you need to declare your arrival. You will receive a document called a "Declaration of Arrival".Documents to be provided:Passport;Rental contract;3 passport photos.In Namur, this document is free of charge.Extension of the declaration of arrivalAs soon as you are informed that your stay initially planned for a maximum of 90 days is extended, you must request an extension of your declaration of arrival.You must go to the local administration with the following documents:passport;declaration of arrival (the document you received from the commune when you registered);any official document proving that the extension of your stay is approved ;the "Welcome to Schengen"insurance.
Declaration of presence
Only for short-stay EU nationals, this is issued by the commune.When your stay does not exceed three months, you only need to visit the commune administration once to declare your arrival. You will receive a document called a "Declaration of Presence".Documents required:Passport or national identity card;1 passport photo;Lease contract.In Namur, this document is free of charge.
Appendix 33
Only for students from countries bordering Belgium (France, Netherlands, Luxembourg, Germany) for a maximum stay of one year.In this case, you remain domiciled in your country of origin and are not taxed in Belgium. This document is very useful when you don't receive any money from Belgium.You can request this document from the commune. The documents required are as follows:National identity card or passport;Accommodation rental contract;Attestation of registration as a student at UNamur;3 passport photos;6 euros.Make sure your mutual insurance company covers you for your stay in Belgium.
Long-term resident status
You can apply for long-term resident status (residence permit D) if you meet the following conditions (non-exhaustive list):you have lived in Belgium for an uninterrupted period of five years;you have stable, regular and sufficient means of support: the last 6 pay slips are required;you have health insurance (with a mutual insurance company).This status must be requested from the municipal administration. Student card
Students enrolled at the University of Namur are the only ones entitled to a student card. This card is issued by the Pop-Up BUMP.
Sworn translators and certified copies of documents
A list of sworn translators is available at the Palais de Justice in Namur. You can request a free copy of the list of sworn translators to and from the language you require.Certified copies of documentsWhen you need to hand over a certified copy of a document, such as a diploma, to an official entity, you must present the original and its photocopy to the communal administration, so that it can certify the photocopy. Copies of documents relating to birth or marriage registers issued by the civil registrar cannot be copied and authenticated by the municipal administration. Please contact your home town.
Lost or stolen documents
Practical tip: it's not easy to remember to have all the necessary documents with you at all times. It is advisable to make photocopies or scan all documents and leave them in a safe place, and/or save them on a server (not on cell phones or laptops). This should be done as quickly as possible to avoid any form of fraud. It is sometimes possible (but rare) to find lost papers at the police station if an honest person has found them and brought them back.Declaration at the police stationWhen you come to lodge a complaint at the police station, list all important lost or stolen documents (passport, residence permit, bank card, university access card, library card....) and give a description of your wallet, bag, jacket... in which your documents were found.You will be given a document enabling you to go to the respective administrations to have all your papers redone.Residence permitIf you have lost your residence permit or had it stolen, the first thing to do is go to the police station where you will be issued with a declaration. This document is only valid in Belgium.You must then go to the local administration (at the town hall) with this police-issued declaration in order to obtain a new residence permit.Bank cardCall the following number: +32-(0)70-344 344 to block your card (from an account opened in Belgium). General rules concerning accommodation at the universityThe Infrastructure Service manages several residences on campus. These residences are divided into rooms, apartments and studios. They are intended for researchers visiting the University.All accommodation is fully furnished: bedding, kitchen furniture (no microwave oven or dishwasher). They are connected to the Internet by cable (there is no wi-fi) (if the cable is missing, contact your IT support). Rental includes utilities and taxes (except local taxes for waste collection and sewer connection).UNamur's housing stock includes (2026 rates):rooms with kitchenette and refrigerator (shared bathroom and toilet): €508/month.rooms with kitchenette and refrigerator (with private bathroom and toilet): 508€/month.studios (room with private bathroom and toilet): 775€/month.one-bedroom apartments: 942€/month.two-bedroom apartments: 1125€/month.Your manager in Namur needs to book your accommodation. He usually needs to know what type of accommodation you want (depending on the budget available!).Request form via Noe LogementA few days before your arrival, your manager will receive the key and will only know your address then. If you need to know your address long before your arrival (for a visa application, for example), you can mention the general address of the University (Rue de Bruxelles 61 - 5000 Namur).When your stay is very short, you can try renting an airbnb. How to access your home

Rental agreement with UNamur
This is a document signed by a person authorized to represent the University and the tenant. It is given to you with the keys. You must complete it, sign it and return it to Infrastructure Services (Mr. Vincent Bourtembourg or Ms. Florence Collot). Accommodation at the University is very flexible and less expensive than elsewhere.
Rental agreement with a private landlord
In the event that you do not live in University of Namur accommodation. A rental contract is a document signed by a landlord and a tenant. Rental contracts can take many different forms. However, what is extremely important in this contract is to be clear about the terms agreed by both parties. Below is a series of points to agree on when entering into a rental agreement:the names and addresses must be provided by both parties;information on the rented property must include the address and all other relevant details of the tenancy;the duration of the tenancy includes the period for which the property is rented;the rent is fixed in the contract and must be stated as a fixed amount, as well as the conditions for annual adjustment ;deposits and fees must also be indicated, as you are usually required to pay a lease deposit (legally equivalent to two months' rent), which will be returned to you at the end of the lease;rental conditions refer to the condition of the property at the time the lease is signed;responsibilities for repairs and maintenance must be defined in the contract, as it must be clear which party will be responsible for these tasks;restrictions for both parties must be defined in the contract. For example, the conditions under which the landlord is allowed to enter the accommodation must be specified, while the tenant must be limited in the number of people accommodated and may have restrictions imposed on pets, depending on the landlord's wishes;the grounds for termination are established for when the fixed-term lease will end, whether early termination or termination on expiry.It is strongly recommended to draw up an inventory of necessary repairs before the day the keys are handed over. Don't hesitate to ask the landlord to add any damage (however minor) to the document, otherwise the landlord may ask you to repair it (or pay for the repairs) when you leave the property. This document is drawn up in duplicate, one for each party, signed by both parties on each page.All rental contracts specify that you must take out a fire and water damage insurance policy. You must contact an insurance company (some banks also offer insurance policies). See the "Family insurance" page for a list of insurance companies.Unless gas or electricity are included, you must contract with a gas and/or electricity supplier. Depending on the nature and duration of your stay, suppliers' offers and your environmental sensitivity (green energy or not), you can choose between several suppliers. To help you make your choice: http://comparateur-energie.be The same applies to water, but depending on where you live, you may not be able to choose your supplier. In Namur, SWDE (www.swde.be) is the water supplier. For other towns, ask your landlord.
Registering the rental contract
A copy of your registered rental contract may be requested when you undertake certain procedures: family reunification, extension of stay.If you rent accommodation from a private landlord, it is he who is responsible for registering your rental contract and providing you with a copy. The landlord has two months to register the contract once all parties have signed it. It's free for you.If you're staying in university accommodation, you'll have to do the process yourself. There are two possibilities:By logging on to MyRent. To do this, you need an eid or bank card reader and your residence permit.By requesting a form at 02-577.51.10. You will be asked for your NISS (Belgian national number) to verify your identity and address.Or by filling in the online form: https://eservices.minfin.fgov.be/webForm/public/fin/fin.jsf If your stay exceeds 6 months, we recommend registering your contract. Household waste management
Current regulations in Namur.Belgium practices waste sorting.In Namur, four types of waste are collected door-to-door, with specific bags for each:paper and cardboard (no bag needed, just compact them in a cardboard packaging);plastic bottles, cans, metal cans, beverage cartons : blue bags (PMC);PMC bagorganic materials (food, green waste, soiled paper, paper towels and napkins, disposables): white bags;other non-recyclable household waste: yellow bags.Other materials:glass: in specific containers (there are two in front of the Faculté de Gestion - Rempart de la Vierge). You must separate: colored and transparent.batteries: you can drop them off at the UNamur staff store (Economat - main building - level -1).You can request detailed lists with rules and withdraw the calendar at the commune or at this address.The document is in French. Moving
To avoid any risk of administrative problems, we strongly recommend that you do not move until you have completed your registration with the communal administration and, above all, before the police officer (known as the "agent du quartier") comes to check that the address you have given is indeed your place of residence as declared.Each time you move, you must notify your new address to:the University's payroll unit.the commune.the bank.the mutual insurance company.Other companies with which you are in contact.To be sure that your mail will follow you to your new address, the Post Office organizes a specific service: Do My Move.

Mutual insurance
Insurance is mandatory for long stays.Sometimes, your scholarship agreement includes coverage of all your medical expenses. If not, you must choose a mutuelle or complementary health insurance. There are various mutual insurance companies in Belgium.By default, we can direct you to La Mutualité Neutre: rue des Dames Blanches, 24 (081/25.07.60 - https://www.lamn.be/).Requirements for signing up for health insurance:Proof of application for registration with the City;ID card or passport;employment or scholarship contract;bank account number.You will receive an invoice, documents and a sheet of ID stickers by post.The stickers provided are required for reimbursement of medical expenses. The amount varies according to the type of examination. For an appointment with a general practitioner, you will recover around 70% of the amount paid; reimbursement percentages vary according to the nature of more specific examinations or hospitalization. When you decide to leave Belgium, you must inform the mutualité.

Health cardIn Belgium, there is no health card in the strict sense of the term. Your identity card or electronic residence permit acts as your health card. There is, however, a document for children, as well as a European health insurance card that covers residents when traveling in Europe.ISI+ cardThis card is intended for children under the age of 12. Family reunification
This procedure does not apply to family reunifications for vacations. In this case, only an application for a tourist visa for those traveling is required.It's easier to arrive with your family initially than to bring them in once you've settled.The residence application for each member of your family will be made at the same time as yours. The documents required are those that prove the links with your family members: marriage certificate or certificate of legal cohabitation, children's birth certificates, etc. If you are not married to your partner, you can register as a single household.The formalities described below are only relevant if your family arrives after you have settled in Belgium.Applying for family reunificationFor family reunification in Namur, your spouse must submit the application to the Belgian embassy as soon as you meet the following conditions.You must:be registered at the Town Hall;prove that your family will be covered by a mutual insurance company in Belgium (ask the mutual insurance company for the document);have a suitable housing solution (a registered rental contract);have sufficient income to support the family (this document is provided by the local administration on the basis of bank statements or pay slips for the last three months).Access conditions may vary depending on your country of origin. When your family arrives in Namur, all its members must go to the Town Hall to register. Your presence is compulsory on that day.Your spouseTo register your spouse with the local administration, follow the same procedure as for the person already in the country. A marriage certificate or registered declaration of cohabitation (for unmarried couples who have followed this procedure in their country of origin), translated into French by a sworn translator, must be ready to apply for registration. A certificate of affiliation to the Mutuelle will also be requested.Certificate of identity (children)The procedure for registering children with the municipal administration is the same as for people already in the country. It must be translated into French by a sworn translator.Newborn childA newborn child does not receive an identity card, unless he or she is traveling to another country. In this case, this document must be requested from the communal administration. A photo of the child will be required.Attestation de mutuelleThe foreigners' department of the communal administration requires an attestation from the mutual insurance company proving that you are affiliated to the health insurance scheme and that your family is covered. This document is issued by the mutual insurance company.Registering with the mutual insurance companyOnce you have completed the procedure for registering your family with the communal administration, you must request a document called "household composition". This document lists the names of your family members living under the same roof. You will need to submit this document to your Mutuelle in order to complete your file.

Nurseries
Nurseries welcome children aged 0 to 3 on working days. In some crèches approved and subsidized by ONE (Office de la Naissance et de l'Enfance), parents' contribution to fees depends on their professional income. Children are admitted as long as their parents work. However, in non-subsidized crèches, the price paid by parents is determined by the organization and is slightly higher. In addition to crèches, another option is to use a licensed childminder in a private home. Some of these services are subsidized by the ONE.
