A Blended Intensive Program (BIP), or hybrid intensive program, is a new educational initiative under the Erasmus+ program. It is a short-term hybrid mobility program defined as “a physical stay abroad lasting between a minimum of 5 days and a maximum of 30 days, supplemented by virtual learning of varying duration before or after the physical mobility.”

Students participating in a BIP and studying abroad will receive European financial support. Please contact the international relations office at your home university for more information about this funding.

The BIP course “Digital Transformation—International Experience” (ELOIM433, 5 credits) brings together students and faculty from six European partner universities:

  • the University of Macedonia,
  • Linköping University,
  • the University of Southeast Norway (USN),
  • the University of Tartu,
  • Umeå University
  • the University of Namur.

In 2026–2027, the EMCP Faculty at the University of Namur will organize this BIP during the second semester, combining online sessions in February and March 2027 with an intensive one-week stay in Namur from March 15 to 19, 2027.

This BIP has four main objectives:

  • to enable students to understand the concept and process of digital transformation in public administration;
  • to develop their ability to serve as a Chief Digital Officer in order to leverage technological opportunities and develop a strategy for public agencies;
  • to familiarize them with topics specific to public administration, such as open governance, online participation, and government technologies;
  • to develop their ability to work in groups to formulate and communicate strategic recommendations related to the digital transformation of public administration.

See the BIP detailed programme.

The City of Namur

The capital of Wallonia, the gateway to the Belgian Ardennes, a pearl born of the confluence of the Sambre and the Meuse, Namur offers a rare and spectacular atmosphere, with the confluence of these two rivers at the heart of the city, dominated by its citadel, whose fortifications are anchored to a particularly impressive rocky outcrop… The historic center, with its harmonious architecture, reveals its magnificent 18th-century mansions, bathed in light. In every season, Namur is also highly prized for its shops and refined crafts, its gastronomy, and the richness of its local produce. Its residents’ love for the good life and hospitality is widely shared: welcome to our home!
